The short answer

To start a fertilizer business in Pakistan as a dealer, settle the licence before you store or sell a single bag, then line up stock from a fertilizer company or a distributor. In Punjab, the district's Deputy Controller issues the dealer licence for three years. In Sindh, you apply on Form-1 with a Rs 2,000 fee. The Khyber Pakhtunkhwa and Balochistan Acts have no dealer licence clause, but allow selling only under their rules.

Is a fertilizer shop a business you can enter?

You would be joining a big network. NFDC counts about 11,482 fertilizer dealers appointed by the marketing companies: 9,861 in the private sector and 1,621 in the public sector. Punjab has 8,450 of them, Sindh 2,263, Khyber Pakhtunkhwa 501 and Balochistan 268.5

The licence comes first, and in Punjab the 2025 Act spells out each tier. A dealer there sells a brand wholesale or retail under the Deputy Controller's licence. A sub-dealer takes stock from a dealer against an acknowledgment and sells straight to farmers.1

In Punjab, the Act says no one may "store, sell and offer for sale any fertilizer without obtaining a license" (section 6). A rejection must give reasons, and you may appeal within ten days. The Act sets no fee: fees and forms are left to rules not yet published, and on 21 Oct 2026 the Agriculture Department's forms page carried no dealer licence form.17 Ask the district Agriculture (Extension) office how it takes applications today.

In Sindh, Form-1 asks for your name, father's name, address, NIC number, bank account and storage facility, and each extra sale point needs its own licence. A Sindh distributor licence is separate: Form-12, Rs 50,000, and Rs 25,000 to renew.2 In Khyber Pakhtunkhwa and Balochistan, each Act lets you store or sell fertilizer only as the Act and its rules allow.34

Selling sprays as well? In Punjab, pesticide dealers hold a separate licence, issued through a District Pesticides Dealers Licensing Committee under the Plant Protection wing.8

What does Punjab's 2025 Act ask of a dealer?

In Punjab, once you hold the licence, the Act gives every tier, sub-dealers included, these duties:1

  • Never handle fertilizer that is fake, adulterated, substandard, unlicensed, misbranded, mislabelled, underweight, expired or tampered (section 10).
  • Display the district's notified maximum price list when one is issued (sections 14 and 15).
  • Enter your stock in the Department's track-and-trace system; until it exists, share the information manually (section 18). We found no live Punjab system on 21 Oct 2026.
  • Give a receipt for every sale with the buyer's full address (section 19).
  • Declare your godowns to the district Deputy Controller, give notice of a move, and keep sale and purchase records (sections 21 and 22).
  • Stock only packs that carry the nine label details and a QR code with a readable code beside it (sections 23 and 24). Our read-the-pack section shows where they sit.

In Punjab, the Deputy Controller may also cancel a dealer licence for adulteration or other malpractice after a hearing; you may appeal to the Additional Controller within 30 days.1 Most of these offences sit with what you buy, so your supplier matters as much as your shop.

How does stock reach a dealer?

Fertilizer makers supply dealers at a recommended maximum price, and that retail price includes the dealer's margin. Dealers buy for cash or against security from a bank, and one distributor may carry several producers. Some companies sign Dealer Finance Agreements with banks and owe 5% to 10% of the principal if a dealer defaults.6

In Punjab, manufacturers, importers and distributors hold their own licences from the Additional Controller (Technical), each for three years.1 Ask to see your distributor's.

What does the market buy?

Mostly urea. In 2024-25 the marketing companies handled 9,251 thousand tonnes of fertilizer products: urea 63.7%, DAP 16.7%, NP 9.2%, CAN 7.7%, SSP 0.8% and others 2.0%. Punjab took 6,372,477 tonnes of the country's 9,250,561.5

The official tables stop there. NFDC's district table has a zinc column, but it is blank for 2024-25, because federal offtake data does not measure micronutrients or bio-stimulants.5 For those, your own customers' questions are the only gauge. Our guides cover two questions behind the bigger sales: whether BOP can stand in for DAP, and how many bags an acre the wheat fertilizer plan calls for.

What should I ask a supplier before I stock their range?

  • What is the product's category and its PS or reference number, and is that on the bag? (Punjab Act, section 23.)
  • Does every bag carry the licence number, batch number with date, and a QR code? (Sections 23 and 24.)
  • What is the recommended maximum price, and what margin does it leave you?
  • Cash, bank security or a finance agreement, and who carries the risk if a season goes badly?
  • Who is the distributor, and can you see their licence?

Write the answers down and keep them with your purchase records. In Punjab, section 10 binds every tier, sub-dealers included.1

Questions dealers ask

How much does a fertilizer dealer licence cost in Punjab?

In Punjab, the 2025 Act sets no amount. Fees, forms and many procedures are left to rules under section 42, which were not published on 21 Oct 2026. Ask your district Agriculture (Extension) office.

Does a sub-dealer need a licence?

In Punjab, yes. The district Deputy Controller issues licences to dealers and sub-dealers alike, under section 11 of the Act.

Does a fertilizer licence let me sell pesticides?

No. In Punjab, pesticide dealers are licensed separately, through the Plant Protection wing's district committee under the Punjab Agricultural Pesticides Rules 2018.
